TGA calls for clarity on congestion surcharges as West Coast port strike looms
On June 20, TGA joined in a multi-industry coalition letter to the Federal Maritime Commission (FMC) calling for further regulatory guidance on proposed “congestion surcharges” announced by ocean carriers. These surcharges would be implemented in the case of labor disruptions at West Coast ports resulting from the pending June 30 union contract expiration for West Coast dockworkers. The union and employers have been in closed-door negotiations for a new contract since May. The contract is projected to expire without a new one in place, leaving ports open to possible strikes or slowdowns. Many expect the parties to continue working past the expiration date, but whether labor disruptions will occur or not remains unclear.
